I am wondering it is simply caused by the disconnection of hose or it is due to other reasons such as the ageing of parts in the tap. Reinstall the packing nut tighten lightly with a wrench dont over tighten at this or any other point and reattach the handle. Surface of the cold valve seems clean and smooth.
